Inspection, readings and an upfront quote
Moisture meters and thermal imaging show how far the water actually traveled. You get told what has to come out, what can be dried in place and what the work costs before anything is removed.

Most properties around here have a shutoff at the water meter box near the curb, worked with a meter key, and many houses also have a valve where the supply enters the building or near the water heater. Find yours before you need it and check that it actually turns.
Stay off wet flooring near outlets, appliances or a dripping light fitting, and do not stand under a ceiling that is bulging with water. If a water heater is leaking, switching off its breaker or gas control is worth doing only when the control is easy to reach and you are not standing in water. Anything involving sewage, a gas line or electricity near water is worth waiting for.
