Yes. Wet drywall holds a lot of weight and can come down without warning. Keep everyone out of the room, do not try to release the water with a screwdriver and switch the room lighting off at the breaker if the panel is dry and easy to reach.
It can. PEX handles freezing better than copper but the fittings, the valves and the appliance hoses still fail, and a newer two-story home has more pipework above finished ceilings than an older single-story one did. Age is not much protection here.
